I've read in newspapers that halogen heaters cost from only 3p per hour to run. Is this correct and how does it compare to ordinary electric fires?

You have to work out the cost on wattage consumed over a given time period.
It's a total fallacy that halogen heaters are any cheaper than other types. It's all down to marketing and of course we're always being told the truth........aren't we?

If you run it on minimum setting - maybe. I believe 400 watts is the norm, whereas most heaters start at at 1000 watts.
Halogens have a max setting of 1�6 kW or a bit more, where others go to 2kW or 3kW.
But, those other heaters will be convectors or fan, better for long term use to heat up a room. Halogens are better for short term use, providing radiant heat to warm YOU directly, rather then the air in between.
