credit card debt - percentage

Does anybodt know what percentage of a credit card debt a debt collector buys the debt for.i.e they pay 1000 for a debt of 5000.I am having to make a short settlement offer on a 5000 debt to the debt collection agency and dont know what they bought it for.

I don't know how much they would have bought it for, but I would imagine it was a small percentage of the total amount.
