I have a deaf friend who is trying to set up a restaurant but is having difficulty in getting the funding he needs.  he is too old for the Princes Trust and the banks will not listen.  Any suggestions as to organisations that give out grants to start up new businesses?

Please persuade him not to open a restaurant. Most fail within one or two years, and even those that keep going are often hanging on by their fingernails.
Someone I know started a business (not a restaurant though) about six years ago.  He told me there was a tax break available for private investors who wished to invest money in a new business.  Basically he got funding from a very wealthy private individual who thereby saved himself a fortune in tax bills. Unfortunately I don't know more than this.
I agree with Didwot persuade your friend not to do it.
