Why do EU countries find it hard to meet and maintain their obligations to the EU?

There are many reasons as to why countries find it hard to meet and maintain their obligations to ensure economic stability of the EU, and these reasons can be attributed to several groups. One of which is the countries own policy regarding spending, and taxation. Another attribute as to why countries may find it hard to maintain economic stability is outside influences such as global trade and competition and, relative international credibility and soundness of government finance.

More information is required, and any help is appreciated.
