If you buy it from a VAT registered dealer, they would charge you VAT.  If you bought it through a private sale you would not be charged VAT.
If you buy it on ebay you may pay VAT although I might just be making this up.
why would they charge you vat on a second hand item?
That's why it's only applicable to a dealer - the VAT applies to the PROFIT made
Nope, VAT applies to revenue.The VAT goes on the selling price, which is revenue. Not profit.
If the car is "VAT qualifying" - usually when bought from a leasing company - then yes, VAT is payable. It usually applies only to leased cars where a company has claimed back the VAT as the car was being used as a company car.
