playgroup fee's

one of my friends didnt have to pay playgroup fee's for her daughter who was 2 and a half when she started as she was on benefits, think it was either income support or child tax credits.. does anybody else know of this?.. my sister has asked her local council about it but they are not aware of any procedure like that.. will it be because its two different boroughs and two different councils?

I've heard of that before and TBH I think it is totally unfair.

Unless the child has some social need for free childcare, for example is living with foster parents or is in the state care system, there is no need for free childcare outside the 2.5 hours 5 times per week all children are entitled too from the first term after their 3rd birthday.
