Child's story

I wonder if anyone read and so could tell me the title of a story that I think may have been in some sort of anthology or collection of short children's stories.  It was about a kind of fairy or pixie that walked above the ground and while my actual memory of the story details are sketchy I seem to recall that it wanted to actually touch the ground and pointed it's toes down until it touched it.  I remember really loving the story and I must have got the book from the library as I was always a horder and tended to keep the books I really loved and owned and as such still have most of them.
