To be honest babalicious I wouldn't have thought any games or entertainment would hold their attention for long at that age. My own tot is 21 months old and has the attention span of a gnat- lol.
My best advice would be to clear a massive area on your floor, throw some toys into the middle and watch the chaos begin- lol.

Apples on strings and bob apple aree fun, but maybe for slightly older children.
Careful with the fireworks too (well supervised sparklers, held by Mum)
And don't make it too scary.
How about letting them make gingerbread men, I used to do it with 3-5 year olds at playgroup, but this age they might just stir, use the cutter and put the eyes in. And eat them!

When my sons were 3 years old and 18 months old they were happy to run around with hallowe'en torches. I also made a pumpkin head but really, other than the torches they weren't that fussed! My mother-in-law used to buy those cheap flashing lanterns and 'hide' them up the garden - my sons and their cousins used to enjoy running up the garden to find these lanterns - usually not very well hidden as young children cannot always spot something when it's right under their nose!
