As an aside. Fantasy sexual assaults (even on willing fantasy women) don't count. Thought police aren't allowed; and that includes private fantasy sharing among idiots who want to do that. It has to be worthwhile to charge - so if it is one per hospital per year it has to be economic for one clerk to do it - what do you do if they cant pay at entry ? Say OK have your baby on the street ?

A few seconds entry on the PC regarding the service, a lot of which has to be done anyway unless operations etc. and not recorded, and so is mostly a sunk cost. Then the IT automatically grabs the data, bundles it all up together in 'charged nation groups' for automatic sending of the bill on, say, a monthly basis. I'm unsure it should cost that much to run.
