Teething Baby Problems!

My Grandaughter is 11 months old and is currently cutting her back teeth through.
I have six children of my own aged from 7 to 19, and when my children were going through teething stages we would use Bonjela and Ashton Parsons teething powder.
But for little Lottie these are giving her no relief at all, she's off her food and taking very little fluids and is extremely distressed. My daughter Lillie (Mum) is in the middle of her A Levels, so being back in college with a very distressed baby and sleepless nights is causing a great deal of angst. I have heard about Amber bracelets but I wondered if anyone had any experience of these and whether they were found to be useful?
Also a little worried about the safety of such a device with a young baby who puts everything in her mouth.
Any advice would be greatly appreciated as both mum and baby are suffering a great deal at the moment.
