15Yr With Special Needs

My son who is 15yr has a rare syndrome and medical and health issues loss of bladder control, bowel issues and curvature of the spine and Anxiety
He always went to a main stream school until last year when he couldn’t cope at all and they put him into a hub for 15 children mainly with behaviour issues which my son hasn’t got so not really the best choice to place him.
Last week he was on work experience for 2 weeks but the cafe could only keep him 1 week due to his medical conditions. So school teacher said he needs to be back in school this week I tried on Monday but I couldn’t physically force him so he didn’t go the teacher explained it would be a different classroom with a different Teacher with other students who were unsuccessful with there work placements well my boy doesn’t like change.
I spoke to the school various times this week explaining that my son won’t accept going in so teacher said it’s going down as unauthorised and you will be sent a penalty. I asked the DR for advice / support but he didn’t get back to me.
My son is now so worried I don’t think he will go back after half term .
I personally don’t think school environment is the best for my son but I have no idea about home school. He may get a 4 in EnglishGCSE , maths and English are the only exams he will take.
How can I take my son out of education and if I do how can I put him in for his English and maths?
Also would he still be allowed to go to college if I took him out of school?
This week after his bad experience of work placement a charity took him in as a volunteer to help people with Down syndrome take part in activities,he really likes helping and ihas learned a lot.
I’m sure I can keep him occupied but he struggles to learn. I honestly feel that sending him to school is torture. I’ve heard kids are on drugs ,shout and swear and get away with it.
My son actually said to us I don’t feel safe at school.
Please advise.
