I would just keep on persisting without making a fuss. You could give him a meal in finger food form so he is really hungry and most likely to eat it. Don't worry if he doesn't he is only young and as long as he can eat lumpy food I don't see it as a problem he will do it eventully. You could try toast, fish fingers etc and let him feed himself with his hands instead of mashing it up.
I started my son on mushy toast, he was about the same age, he would gag on almost everything because he didn,t chew, I kept him on pablum and waited until he was ready, one doctor told me, he will learn eventually, if he is still doing that when he is 18, than you have a problem, lol lol. As long as he is getting his vitamins and cereal and milk, he won,t starve. Keep offering him soft foods and eventually you will see him catch on.
Give him finger food. Buttery toast, Biscuits, nice are best. Chips. basically anything your baby can hold and get into his mouth. obviously supervise whilst doing this. My youngest loved finger food so much that he nearly choked himself several times, from eating with gusto.
