Just had meeting (all the street)with police concerning 14yr old youth.He is terrorising the street with threatening behaviour. ,causing havoc too much to list .never attends school permanently excluded.Rides motor bike police take bike off him-mother buys it back.The police say confidentiality with social services and mental health prevent disclosure but they say he has a mental age of 8 so cannot be prosecuted.Residents have been threatened with air rifle and hammer. what bcan we do?

Got no advice, sorry, but what has mental age got to do with it? It wouldn''t prevent an adult with a low mental age being dealt with in some way if they did naughties, so why does it apply here?
whats somebody with a mental age of 8 doing with a motorbike and an air rifle!!!
Contact your local MP and councillors.

Form some sort of passive protest and contact the local paper.

This boy can be prosecuted and so can his mother for aiding and abetting - buying him the bike and the air rifle.

thanks for replies . The meeting was heated I must say with residents bringing up these points.Apparently because of mental age he is under age for criminal responsibility.If his mother is willing to pay �105 to get bike back then they have to allow it.Air rifle confiscated so threatens with tools.I raised the point of him being in some educational establishment suitable to mental age but social services not at meeting(chose not to be)so p-olice could not answer.
This is a far more serious case than your tearaway, but the point I wish to make is that he may not be able to be prosecuted but he can still be dealt with and even put in to secure accomodation, despite his mental age (if the offences are serious enough)

This is a Scottish case so the age of criminal responsibility is 8, but the rest applies throughout the UK
to be brutally honest, MOVE HOUSE !! we were in same situation. nobody listens.

He just needs attention.....turned feral as his dad has probably neglected him and mum is left to cope.

Be patient and try a understand him. Talk to him, he needs a friend. Surely you can find something endearing in him. You better, as he will make your life a misery if you dont!
Kick the crap out of him every time he does something wrong. If the whole street stick together on this there can be no repurcussions from the authorities.

DO NOT be patient and try to understand him - this attitude, which runs through schools, social services etc... is one of the reasons we now have feral kids like this: he needs to be disciplined and discliplined harshly.

In our street load of young feral hoodies shouting abuse at old lady.

Man says show a bit of respect

Hoodies threaten to kill him, petrol bomb his house etc etc, police called and said "dont do or say anthing to the little scamps"

Man finds out where feral leader lives, goes round and has a "word" *coughs* and hoodies not seen again.

Sometimes words aint enough a direct action is the only way.


Personally I think he needs a battering.

Thanks a lot for all your input.Before very long some of the residents may decide enough is enough.Moving house is not an option.All the residents are around retiring age(or retired) and bought homes for retirement.The mother of the boy (husband gone) has dumped herself on her elderly parents who must be beside themselves-he regularly trashes the house.I think they are scared of him he is big for a 14 yr old.I still can't understand why there is no behavoural unit or similar for him.The police say they are powerless because of mental age.Obviously he has to seriously damage SOMEONE before anything is done
there are behavioural units and forensic ld places (for people with ld who commit crime). i'm a mental health nurse and am also sick of the way staf and patients get treated when there is violence on my ward. sometimes you get a decent copper who listens and pushes things the whole way for you in support, but other times myself and colleagues get - well they're mentally ill, what are we supposed to do? it won't go to court etc. this is just crap - it is true that until he commits an offence (and threatening behaviour is one the last time i checked) they are limited in the action they can take (both the police and the social), but once he crosses the line and his mother is not acting appropriately either, they need to step in. you need to keep nagging too - there is a difference between between unwell or a bit simple and just being a pain in the @rse because no-one is stopping you. good luck!
if you all kidnapped him and covered his head over and beat the cr p out off him would you get in trouble ?? why should one lad be allowed to get away with so much trouble
We had a similar problem a few years with a lad who sounds very similar to yours, I had words with him on several occasions to no avail, so went to have word with his dad (he had one), dad couldnt give a damn so I physically threatened the dad and I received a warning off the police !!!
A few weeks later 3 people witnessed him damaging my sons car, police arrested him then let him go with no charge and told me if I wanted compensation for the damage I had to take him to court myself !! This does only cost �50, and the court ordered him to pay the �400 damages. Didnt receive anything so paid another �50 for the courts again and again they told him to pay. This was 3 years ago and still havent received a penny.
Dont you find it great to live in a country that looks after the yobs and not the law abiding tax payers as most of these yob families are dole scrounging scum who are kept by the state..............................makes me sick................

Stonekicker and Sleepy.Thanks I think it will get physical . You can expect husbands( who hear abusive language to their wives-see him mimic them etc) will eventually lose their cool.Only hope they arn't caught 'cos you bet the police will be onto them.Talking to him hasn't helped because he has no father around some of the men have taken him fishing,ten pin bowling.football and he repays throwing eggs etc at windows.I know his mental age is low but he should know right from wrong at 8-in fact i think that is a load of "bull"
