it depends what drink you are refering to, a standard bottle of wine is 70cl so yes 35cl is half,

A wine bottle is actually 75cl. The spirits trade reduced some of their bottle sizes from 75cl to 70cl so they cost less to buy. This made it look as though you were getting something for a bargain price. Many people were conned over this, and are still being so.
So your 35cl is a half-bottle of the reduced size. The original half-bottle would be 37.5cl.
