whisky's sometimes said to be good for treating coughs. But maybe it's irritating his throat?

If it has always happened then it is normal for him, if it is new his throat may be irritated, any other problems in that area?

He might swear at this- but how about with water, so it doesn't catch the back of his throat so much? I'm assuming he is ok with other drinks?

Scrivens, he's 69 - there is a possibility he buys and consumes it himself, I didn't see kitchenmares indicate she 'gave' it to him.

Personally if something made me have a coughing fit I wouldn't drink anymore of it.

It takes years of practice to drink cheap whisky without coughing. Perseverance is the answer.

Somebody new to neat whiskey drinking might find the bouquet strong enough to make them cough. But a drinker who's used to it and started coughing recently could do worse than see the quack.
