i just made orange marmalade/jelly using 450gr bitter oranges 3 pts water 3 lbs sugar and 3 tablespoon of lemon juice and it did'nt set any hints please

Reheat your mixture to boiling, mix 1 package pectin with 1/2 cup sugar and stir in… boil hard for at least two minutes, pour into prepared jars and seal.
Did you do the "wrinkle test"? If not re-boil it
One of two things...not enough pectin in the mix, or not boiled enough (to reach setting-point).
Boil it up longer then give it the test on a saucer to see if it wrinkles. If all else fails you need more pectin.
Sounds like too much water -there should be enough liquid in the oranges without the need to add any extra. Boil it back up to evaporate some of the extra liquid.
