Cobwebs Or Tent Caterpillars?

We have a shrub that we inherited in the garden 40 years ago when we moved here. Small green leaves and small orange berries. Haven't a clue what it's called. It needs pruning back occasionally as it grows well.
My wife pointed out to me loads of fine cobwebs ,or appear to be cobwebs, all over the shrub. She swears they are spiders and knocked them off the bush as they are slowly killing the leaves which are turning brown. She has also bought some garden bug spray.I don't want to kill spiders at all but I don't want the shrub ruined either.
Nearest I ever saw anything like this was Tent Caterpillars in Canada. Do we get those here? Any ideas or advice please.

You take a picture then let the app see what you've taken (it's really simple) and then you tell it whether you were looking at the leaf / flower or bark (for a tree) and it will tell you what it is with useful links to other sites including Wikipedia.
We have established the shrub in question is a Cotoneaster and 100% positive that these are the critturs causing the brown leaves.
