scientifically worked out to be just not quite enough to satisfy, so you want another packet.. maybe?
Well they had to have a pack weight and I suppose that contents of 34.5 gr gave a price that appeared to be competative in the market. It is a cut throat business and a couple of pence per pack can make or break sales targets.
Were they originally imperial measures, perhaps? Although, having checked it, I can exclusively reveal that 34.5gr is equivalent to 1.2178 ounces... so maybe not!
I cannot be sure but i am guessing as a result of them being "10% bigger than the rest" or something like that, or more precisely they were a standard weight once, but then a percentage would have been added "free".

You may be interested to know that the size of the multipack bags has been getting slowly smaller over the last few years, (currently 25g, used to be around 28g) as Walkers etc. decided to have a price war but obviously needed to continue to make a profit, so sneakily shrank the bag contents (note the bags are still the same size!)
Methinks they come in bags because selling them loose is messy, and selling them in buckets is expensive.
