Is Flea market 'auctioned' Butcher meat any good. my brother says is cryogenic stuff 'woke up' after 5 years

Anyone got a clue as to what this means?
I think he means the commercial equivalent of some long forgotten dead thing found in the bottom of your freezer. I once bought some meat from a market in a moment of hurried weakness, it was tough and horrible, proving that sometimes, you do get what you pay for. That European beef mountain must have ended up somewhere.....
this meat looks appropriately red and fresh, but on cooking is less than tender or tasty. I don't have a particular problem with cryogenic foodstuffs as my freezer contents are neither well labelled or rotated, however I wonder about chemicals added to make such un-fresh meat look fresh!
