You can, but mince is usually stirred whilst cooking to keep it free flowing - cooked in the oven, it'll come out in one big lump.
What's your objection to frying? If it's because you don't want to add extra oil, then you don't have to. You can dry fry it, even drain it to extract the fat.
works well in a microwave.Once cooked, chop it up with a sharp knife. If you want to avoid the fat just pour it off.Once you have done that you can put it into a frying pan or wok and add your sauce and anything else you fancy.

just cover with water and bring to boil then you can stir your sauce itno it or anything, but if its very fatty make sure you drain first, very quick and no added fat
I put a cookie cooling rack over the top of a rectangular baking pan - then I put several packages on top of it and bake it until done. After they cool I break one up to use right then and put the others in a plastic bag and keep them in the freezer to use very quickly in any recipe. I sometimes break all of them into pieces and freeze and just scoop out what I need for each recipe.
