For more on marking an answer as the "Best Answer", please visit our FAQ.Without actually seeing them it's hard to tell... but if they droop, have discoloration on the leaves and don't rebound in a day or two of warm weather it's not likely they will survive. If they do they will be slow in growing and the chances of them producing appreciable produce is not good. This early in the season, you'd be better off replacing them, but give them at least a few days of sunshine to see what happens...
