how can i make chips, i don't have a deep fat frier and i don't have a chip pan. can i still make them?

Yes, put the oil in a good, heavy pan, put chips in and cook as normal, when ready remove chips with slotted metal spoon and place on kitchen roll to drain.

alternatively nip to the shops and buy some oven ready ones, much easier.
I do home made oven ones, cut the spuds into chips, parboil for about 5 mins and drain. Heat the oven to Gas 7 and just cover the base of a baking tray with oil, heat this for a few mins until hot. Add the chips, coating well with the oil and bake for about 40 mins turning one=ce ot=r twice
i do almost the same as alibobs, except i don't parboil them first, just toss the raw potato chip-shapes in oil and roast them. i hardly use any oil, just enough to coat them, maybe 2 tablespoons. i use sweet potato sometimes too.

You don't need a deep fat frier nor a chip pan nor oven chips to have chips.
Cut your potatoes into chips, take a frying pan and pour into it about 1 inch of oil, heat the oil to hot, then put the potatoes into it. Stir. This is how the french make chips.
Just don't make too many at the same time.
I like to toss the cut raw potato chips in some flour and chuck them in the oven until golden brown (around 45 mins). They turn out really crispy. Kind edwards turn out the best.
