What does, 'I woudn't eat enough to justify getting a whole loaf.' mean?

The person who said that was possibly living alone or on a diet to lose weight. He - or more likely, she - means that she does not eat much bread and it would go off if she bought a whole loaf. That is, she might eat a third of it, but the rest would be wasted. As a result, it is unwise for her to buy a loaf, as the money would not be well spent.
