Skimmed milk

How can skimmed milk be fat free? I learnt in biology that it is the lipid that makes in white and full fat milk is more opaque which fits with this, but they claim on the back it's fat free - HOW?

Semi-skimmed has about half that and skimmed about half that. Always find it strange that people go on about milk when it is already a low fat food. Crisps, for example, are about 30% fat, excluding low fat varieties, Squares etc.
