broadband speeds

I logged on to my linksys router (not wireless) and is says
Downstream Upstream
SNR Margin : 10.5 - 22.0 db
Line Attenuation : 33.0 - 21.5 db
Data Rate : 7616 - 448 kbps
My package is an 'upto' 8Mbps package but my router also runs a small network of 2 printers and 2 pc's which both share the internet connection.
I just did some of independant broadband speed checks and they came back at anything from 3500 kbps to 4500 kbps.
So tell me if I am wrong but are these independant speed checks coming in a half what the router says the speed is? And is the sharing of the internet between the two pc's therefore halving any speed?
