As an after thought though have you contacted the agency he was adopted through? You may be able to leave a message on his file that you are looking for him. If he then decides to look at his file your interest would be in there.

it is a scrolling box of adoption information posted by people searching for birth parents and / or/ the child. It explains how you can add yout search information and contact info.
It also has lots of info on the types of adoptions, there were lots of Churhes arranging adoptions at that time, particularly the baptists and Lutherians.
I have looked briefly at the scrolling messages and there are adoptions from the 1960s scroling through alot, i would read up on the process and then post your search enquiry about Wilbur and see what happens. By law he should know his birth name and birth parents now as he is of course in his 40s, good luck.
