I don't think that Angelina Jolie is meaning to belittle anything else that goes on but the rape of local women is one of those consequences of war that, at least historically, has had little attention. Think of the Nuremburg Trials for War crimes, tending to focus on so many people getting killed, but the rape crimes of many thousands of soldiers went unpunished. It was just a part of the horror like any other. The response in WWII was apparently pretty pathetic, really. In France, typically, the proposed solution was to set up a brothel or the like so that sex-hungry soldiers could take it out on "the willing". Overall the response from virtually all armies was pathetic. Comments like "the women probably deserved it", etc etc., seem common.
Obviously that is WWII and a long time ago but the attention given to rape in war has typically been low for a long time since. Highlighting it as a serious issue is well worth it as it's one of the arguably less obvious tragedies of war.
