Cabal.
The initials of the inner group of advisers to Charles 11 form the word cabal � Clifford of Chudleigh, Ashley (Lord Shaftesbury), Buckingham (George Villiers), Arlington (Henry Bennet), and Lauderdale (John Maitland). Although they were never a working ministry,
one or more of this group dominated court policy from 1667 until 1673.

Cabinet govt only started in the early 18th century when or after george i - he who wpoke no English - stopped attending meetings

AND So they had to do something before that and the Cabal - it means a closed or secret society or meeting in 1670s - was one. Didnt last as a system. Modern govt begins in 1688.

I remember my history teacher saying cabaaaaaaaarrrrl and hear her even now

the word's related to kabbalah, Madonna's thing, and goes back before Charles II... just coincidence that the ministers' names spelt it out.
