That reminds me of the joke at the time: "Hey look there's a bloke coming out of the supermarket laden with tortillas, paella and corona" "That's his panic buying..."

A more important question

Why do people put the roll on the holder to dispense under rather than over ?
How long would Covid and lockdowns last, Ginger? The Radio Times and Ireland's Own, if you could get them, just aren't the same.....and as for Amazon wrapping paper!!! ;-)

Because shops were experiencing difficulties with deliveries. Dry pasta and rice were cleared from the shelves too. Someone on here had over 100 toilets rolls stashed under her bed.
Why? Because there are many morons in the world.

Because you can use a substitute for most other things in short supply. Loo rolls, well, what would you use if you ran out? Newspaper? Tissues?? Kitchen roll???
I suppose those would be a bit better than tin foil, Vagus. ;-)
Vagus; newspaper, torn into small squares and threaded onto a string loop, was what we had.
Bazile: direction of toilet roll. It's a woman thing. I know they have a good, logical reason for it but I can't remember what it is. I'm sure one will come along and explain soon.
It can't just be a woman thing. There are many men sensible enough to place a toilet roll the correct way...not all but many.

It was panic buying and completely unnecessary - Australia and New Zealand had shortages as China pulled back their exports as they need ed it/and their papermills were closing down because of Covid. They wiped out their Far Eastern neighbours and couldn't even use The People's Daily.
In short, the UK and the EU got wind of it and greed took over.

Right through lockdown I never ran out. Infact I've still got several IZAL rolls leftover.

Why would anyone use newspapers...they cost more than loo rolls and are extremely painful. Then there's the ink...
It's a secondary use as such, gness.....I can't say recycling....
Pasta; because we were poor (look it up). And fluffy perfumed stuff hadn't been invented then. :-)
Past; newspaper was free from the chip shop, if you popped up there after closing time and scrounged the leftovers.
