How To Remove Paint 'Swipes' From Inaccessible Window?

Ceiling skylight has been painted but the P&D wiped/smeared paint all over the glass panels.
Skylight is 9 feet up and extends over stairs.
I am going to have to use a pole and ......something. It'll probably have to be a foam scouring pad cunningly lashed to a paint-roller pole. I doubt whether clean water will be sufficient; the paint has been there for several weeks now so will turps, or similar, do the job?
Is there a solution that any of you have used, or could suggest?

And, even were that true, ("the paint has been there several weeks") the paint would by now have hardened so that an abrasive will be needed to shift it. Steel wool might give a better result than a scouring pad.
Most household paints these days are water based so (hot) water and a bit of scrubbing should work.
some sort of sponge pad with T cut will do it, you need some sort of abrasion.

If there's a facing wall against which to rest the top of the ladder, Jack, do so (fold a towel over the top of the ladder to prevent it marking the facing wall), i will make things a tad easier.
Correction, i won't make things easier :-) - 'it' will.
