removing a dado rail

i am in the process of buying a new house and dark dado rails have been put up. i hate them! how can i get them off without tearing half the walls down too??

If they were an original feature when the house was built, say in the thirties then they will have been plastered-in. If they were put-in recently then it's just a matter of finding the fixing screws, that will probably be hidden under some filler.
