Can anybody tell me when you should cut the flowering stems down please? I have a white one which has completely finished flowering and has what looks like seed pods on, and a blue one on which the flowers are more or less dead.

Yes deadheading will actually help preserve the plants energy in readiness for next years growth.
I used to leave mine because the seed heads are attractive. You can cut them down after flowering.
I cut down when the flowers are finished.
