Rear Garden Fence

My sister has recently purchased a new build shared ownership house that is almost finished. The query is, we noticed that the rear garden dividing fence has been erected this side of the drainpipe, so her drain pipe is in next doors garden, so they have theirs plus my sisters, one either side of their house. Now, as each household is responsible for the maintenance, surely the fence should be erected a bit further over so the drainpipe in your own garden, otherwise you'd be going into next door if there was a problem, as there often is with new builds. Also, it reduces the width of the garden by about 2ft. Who would she need to speak to about this? Thanks in advance

Any drainpipe that is not in 'your' property can hardly be described as 'your' drainpipe.
You could confirm with the Builders/Devlopers that the fence is in the correct position but your sister could benefit from never having to be responsible for the upkeep of a drainpipe.
