Help Choosing Miniature Shrub

We have a small border, approx 6ft x 18inches, under a window at the front of our house. It gets the sun from about 1pm till 8pm and is right up against the wall.
In the past we’ve planted geraniums/pelargoniums which have thrived there, it’s quite a dry bed and with the direct sun is ideal for them.
However, we’d really like to plant something which is permanent, possibly but not necessarily evergreen, produces lots of flowers, and hopefully, maybe, some bright berries in winter. It’s very sheltered so shrubs which aren’t particularly hardy would probably survive.
Anything planted would need to grow no higher than 3ft and not need a lot of watering.

I’ve been searching on tinternet and have found one called rockrose, seems to fulfil some of my requirements, especially the need to not water them much, which is quite important. And comes with pink or white flowers with yellow middles. No berries though.
Does anyone have one in their garden?

Straight away I thought of Cotoneaster horizontalis It's very attractive to bees, you've probably have room for 2 - 3 plants there

Lavender, potentilla (no berries on those) or christmas box (small flowers but does have berries)?

If you are planting that close to the house, you want to make sure that whatever you choose does not have deep-roots since they can damage foundations.

A small fuschia? Our inherited one lives in a large pot and gets very little attention. It has berries which can be eaten.

Fuschia need a fair bit of watering which we don’t want, it needs to be somewhat drought resistant. They are lovely plants though.
I read that about cotoneaster too, Tilly, as it was something we considered. We have a huge one against the back fence which the birds love.
Lavender is a consideration sj, but I’m not sure it’s colourful enough against the brickwork.
Hopefully roots won’t be a problem if we choose a dwarf shrub or something like that Barmaid.

A bush or hardy fuschia should be OK. They are amazingly drought tolerant once they are established. My parents have a bush fuschia hedge at the front of their property and the sun absolutely beats on it until the late afternoon yet every year it looks amazing.
