Try drilling some holes close to the edge of the stump, all the way round, approx 1"x 1" deep, fill with rock salt and plug the holes with clay.
Break (rather than cut) any branches that have re-grown from the stump.
Alternativly, you can buy products such as 'Rootout' or 'Deeproot' to do the job and follow instructions.
