After all the rain we have had resently all my pots and borders had what looked like lumps of clear jelly all over the soil. What is it and do i remove it?

Don't remove it. it is not harmful to your plants it is water retaining gels crystals which swell up with rain and normal watering and help to stop your plants drying out.
