i planted a standard rose last year ( about a meter high) i would like to move it when and how

The rose will replant with no problem during the winter up to March (obviously not when frosty!) Dig round the rose with a sharp spade to a radius of around 200mm from stem. If the rose was pot grown it should still be a rootball. If bare root, dont worry, just tidy up the cut root ends with some secatuers and cut out and broken bits. Dig good size hole, fork compost into bottom (of hole) spread the roots out, bash in 25x25mm rose stake, back-fill with good soil/compost mix, use rose ties to secure to post and look forward to the spring!
