our neighbour has removed the boundary hedge leaving
it bare except for some chicken wire .
Does he have a duty to replace it with another hedge or
a proper fence ?

Question is "Whose hedge was it and was the only boundary marker?

If it was his hedge and the chicken wire was there as the original barrier or if he has put it up as an alternative barrier, imho he has met his responsibility. The only thing you can do is plant a hedge of your own. The thing that really annoys me about people planting hedges is that they never think that as it is their hedge, they should keep it cut both sides, not just theirs!
I does depend on whether it is your fence or his ??
But you could always put up your own fence that is just slighly on your land .
