when is the best time to prune this shrub, can it be hard pruned & replanted?

best pruned in early spring. It can be hard pruned if it is not too mature. Replant in late autumn to early spring.
Do you mean Photinia red robin , Prefers a sunny sight, If you prune it you get new red growth
I've a 2 hedges of photinia and it doesn't seem to mind when or how it's pruned but obviously don't do it if there's going to be frost - ends of the twigs go black, just cut any black out when it's warmer. I use a hedge trimmer and it thickens up grows back red shoots in no time. Feed it a rose, bush & shrub fertisliser if the leaves start to yellow. I've never replanted one so I can't help you there.
