balsa wood palm

There's a market trader in leather Lane London, selling , what he calls, a balsa wood palm. i've googled it and there's no such thing.
It looks like a cycad with about 1/3 as many leaves (more spaced out). The leaves are about 1 inch thick and 6 inches long with rounded tips. The centre looks a bit like a coconut. Any idea what it could be
