Its not the boiler, its the mixer valve in the shower...either its an old one that never had a thermostat or the thermostat is shot.
Ours does that and the shower is brand new. I don't mind to much as no matter what I try I can't get the shower to go up to the temperature I want!
In my house it's the opposite; someone uses a tap somewhere else and the shower goes cold.
too*
I agree with wolfgang for safetys sake get it checked out by a qualified heating engineer
Apologies Woofgang

the shower is also only one year old??
Possibly the shower isn't one that is designed to run off a combi, or it's not thermostatic, or, as someone has mentioned, the cartridge in the shower is faulty.

Perhaps you could tell us the make and model of the shower valve.
