How do I get more water to come into the toilet bowl?

Well that depends on the type of syphon (the mechanism inside the cistern) you have, some can be altered to allow more water others will need replacing completely.
Yes, if you can, you need to raise the level of the float device. That way, more water flows in before the incoming water is cut-off.
You may increase the amount of water released each flush, but the amount the bowl will 'hold' is limited by the depth of the u-bend in the waste pipe.
