Recycling Bins in Block of Flats

Any ideas here would be hugely welcome.
I live in a block of 12 flats, which shares the refuse area with another block of 12 flats.
The council has now refused to empty our green recycling bins due to tenants constantly putting the wrong waste in there. A number of us have, over the years, sent round notices, emails, and held meetings, and one hardy tenant even volunteered herself to sort the rubbish out each week. But still the problem persists.
I asked the council if the recycling bins could be simply removed, but they said they are duty bound to provide recycling bins.
Has any other flat owner had a similar problem? How can this be resolved?

Had a similar problem and ended up putting combination locks on them (ie, drilling through the lid and side) so that only the right people can use them - a bit of a faf but better than nothing!

Thanks so much, good idea - but how did the binmen then get to empty them on the right day? Were the locks removed the night before?
Unless all councils collect everything that can be recycled from ONE bin and then employ someone to sort it, this will happen. I thought councils were duty bound to remove refuse, but it seems that they want their job doing for them.
