Energy Bills

I have just spoken to the energy saving trust regarding energy bills and the affordable warmth obligation

And they say I am not eligible. I live in my mothers house as a non paying tenant (mum is in a nursing home) I am getting ESA which is roughly £100 PW and that isn't low enough! No one can tell me why I do not meet the criteria. Any suggestions?
