could anyone tell me the precise date the council changed the law from selling a council property from 3 year to 5 year its just that when i bought my house off the council it was 3 year period where if i sold it i would have to pay a percentage of discount back to them and after i bought it i got a letter saying it had changed to 5 year

Yes and no.
First it was 5 (1980), then 3 (1985), now 5 again (2004)- dates refer to Housing Acts.
