two year old flat

i moved in to a 18 month old flat ( in a block of 4) last august and have had no end of problems with bad plumbing and the shower. the problem is we dont have a new build certificate yet so we were wondering if the our flat was still covered so we could go backto the builder and see if he was in the wrong its already cost us �500+ and we have found another problem this moring.
the shower was a make no one had herd of plumber couldnt get parts and the boiler is the same. it looks like the builder did everything and didnt hire a plumber. the builders were only a small firm not a big company. so some advice would be appreciated
