You have to pay for interview now! Shouldn't it be free under Council Tax costs ?

Not really. Do not see why my council tax should go up to pay for yours and others peoples interviews.
Absolutely not, if you want to go for planning permission, I'm not paying for it, would you want to pay for mine?

Just out of interest, how much do they charge?
It makes sense that Council Tax payers, as a whole, should share the costs of services which are used by a wide section of the community. For example, I don't have children but my Council Tax payments still contribute towards schools. Similarly my neighbour might never use the county's libraries but he's still contributing towards them.

However it makes no sense for us to have to pay for services which are only used by a few individuals (and which don't contribute towards their social welfare).
