So... the new house is not quite completed.... BUT I need to put in my vat reclaim cos I is broke!
so...

The Vat man wants proof of completion OR proof of new entry to the Valuation List (VOA).

Will the Council want proof of completion - will they be unhappy if we are living in it without completion certificate... or will they just be pleased to be getting even more money out of me??
I am hoping the latter!!! Less questions asked the better!!
