Locking windows

We've just had some new windows put in and hadn't noticed until after fitting that none of the upstairs bedroom ones have locks on (alhough the bathroom does). Is this part of safety regs or is it an error on their part?

Any thief who is carrying a ladder around with him isn't going to be thwarted by window locks on upper floors, since he'll almost certainly be carrying something to force the window open with (or to simply break it) anyway.
I've never hear of window locks being fitted above ground floor level (except, perhaps, where there's easy, ladder-free, access from somewhere like a garage roof). They wouldn't really be serving any purpose.

My downstairs windows all have locks but the upstair ones just close with the twist of the handle, the house was built like that over 2 years ago, before we bought it. I do worry about it though but if someone wants in, they'll get in regardless, no neighbours around during the day. I was burgled in a ground floor flat once, they just smashed the window in. Does anyone want my address? I could do with upgrading the telly and please take the dogs!

well I've checked the paperwork and I bedroom shows it should have a lock and it doesn't and the other shows as no lock. The 3rd top of stairs window also shows as having a lock too on paper but that doesn't even have a handle and won't open - a mistake we spotted straightaway and they are coming back to fix it.Seems all a bit not right.
