What is Texas Silver?

We have an old spoon. In addition to the hallmark, (which is: A I then two shapes, then an AS with a crown above it on its side), It also says 'TEXAS SILVER' and REGD H&Co. on the back of the handle. What does it mean by Texas Silver?

Is there a lion on the hallmark?
My oh (who has worked in the jewellery trade for several years on and off) says that if it doesn't have a lion then it isn't English. It could be EPNS and needs to be looked at by a jeweller or pawnbroker to tell for sure.

There's no lion. The two shapes aren't easy to describe. One is like a fancy 'x' on its side, and the other looks like a circle with bars, like the Panorama logo?
There are/were silver mines in Texas, USA, so it looks as though it might have been made of Texas Silver, or at least fashioned in Texas.
